Core Roles and Responsibilities

  1. Proposal and Award Processing
    • ORSO is the central hub for all submitted proposals and award acceptance across the WSU system related to federal and non-federal sponsored activities.
  2. Strategic Initiative Implementation
    • ORSO leads and supports the implementation of the 120-Day Study, WSU Strategic Plan (Institutional Effectiveness Council - Theme 1), and other OR initiatives.
  3. Faculty Support and Online Tools
    • ORSO implements programs that serve the needs of the faculty managing their extramural proposals and awards.
  4. Other University and Office of Research Administration and Support

Details

  1. Proposal and Award Processing

    Support Proposal Development; Review & Authorize Proposals
    • Budget preparation & review
    • Provide guidance on RFPs /help with forms
    • Review and submission of proposal and follow-up requests to sponsor
    • Tracking & monitoring of proposal status
    Negotiate Contracts & Accept Awards
    • Review and negotiate sponsored project agreements and amendments to external sponsors
    • Review and negotiate contractual language for compliance with University policies and procedures - Intellectual Property, Data Ownership, Publication, Indemnification, Export Controls, Confidentiality, and other problematic clauses.
    • Liaison between WSU and sponsoring organizations for F&A issues, including University F&A waiver review and approval
    • Prepare & Execute Other Standard Agreements & Contracts
    • Draft various subawards & subcontracts
    • Material transfer, non-disclosure, no-money, equipment loan agreements, etc.
    • Process all fully executed agreements to Sponsored Programs Services for account set-up
    Certify & assure University adherence to federal, state, University, and other non-federal policies
    • US Code of Federal Regulations and other federal regulations
    • OMB and Uniform Guidance
    • Revised Code of Washington (Title 28B)
    • WSU Business Policies & Procedures Manual
    • WSU's Faculty Manual
    • WSU Executive Policy Manual
    Monitor and support for ongoing sponsored project activity
    • Work with SPS to allocate or request changes and additional materials from sponsor
    • Review and submit annual progress reports
    • Oversight of overdue faculty progress reports
    • Advise faculty, staff & grad students on these functions and activities
    Support Training and Outreach
    • HRS Research Administrators Series and other ad hoc trainings/workshops
    • Budget certification training
    • MyResearch Database and online support tool training
    • SPA Conferences
    • Lead Monthly Research Administrators Meetings (and listserv)

Original Office of Grant and Research Development (OGRD) Mission Statement (OGRD became ORSO in 2015):

WSU's Office of Research Support and Operations (ORSO) was established in 1972 with the mission of assisting the university's faculty and graduate students in securing extramural support for their scholarly, research, teaching, and community service activities.   ORSO promotes and facilitates the procurement of grant and contract funding.
